The Collapse of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are released from multiple capitals. Significant resources is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through current data. From witness perspectives, defense planes that had been scrambled to intercept incoming cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Moments later, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely supplied through partner states. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a rapid response unit – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.

Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are evidently unprepared to fill in the near term.

Unsuccessful Negotiations

The 28-point plan from US administration provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, persist.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is impossible to force Russia to surrender the land that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the status quo will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a total frontline collapse until conditions improve in its advantage.

Existing Situation

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require continued Western support.
